Kikuchi Yume:

The main character of the series, Kikuchi Yume's short yet sweet-tempered. When she gets excited, she often starts speaking in her region's dialect, much to her chagrin. From Tono in Iwate Prefecture, she came to Tokyo for magic apprenticeship & training. Although her parents, notably her mother Kikuchi Etsuko, are quite capable in magic, they both hide their abilities. Still, Yume still has not learned what is most important for a mage to know.
Oyamada Masami:

A Mage with a Class B Mage License, he is the instructor in charge of Kikuchi Yume's magic training and apprenticeship. He also owns and manages the salsa bar "Pachanga" with the help of Iwashite Miyuki (Melinda) & Kato Go (Kera). He often acts very calm and maturely. But, like most people, his past still weighs heavily on him.
Angela Brooks:

Angela is the calm, prideful, almost expressionless mage trainee studying abroad from Britain. She can shape very powerful spells, especially when she's serious. However, whether because of pride or want, she's also known to cause a lot of trouble since she'd often use magic (usually very powerful magic) without permission.

The head of the Mage Labor Generalization Office Bureau, Ginpun is also one of the top 5 mages in the world. He worked with Kikuchi Etsuko, who he respects greatly, to complete the Yokohama treaty, which is the first treaty that protects the rights of mages. Little else is known about this mysterious person. (I would like to note that in the Manga, Ginpun is a woman. My editor and I are discussing whether this is the case in the anime also. ^^;; )
Kato Go:

Kato Go, he usually goes by his nickname Kera. He works as the bartender at the "Pachanga", and loves to tease Yume when he can, although there is no malice behind it. He loves children as well.

A mage trainee whose magic skills and confidence are somewhat lacking, he puts the feelings of others before his own comfort/self.

Also known as Melinda, she's the DJ of Oyamada's salsa bar "Pachanga." Having known Oyamada Masami since high school, they are pretty close to each other, to the point of Melinda calling him "Masami-chan." She also loves him, but can't bring herself to say it outright, although she has declared herself as his girlfriend on occasion. While not working as a DJ, she works at a local supermarket.
Morikawa Runa:

An elementary school student who lives in the neighborhood where "Pachanga" is, Runa often frequents the "Pachanga" before opening, where she plays with Kera or practices Rakugo (A type of storytelling, spoken in Edo valve). She's aspiring to become a Rakugo storyteller when she grows up, as she inherited her father's love for said stories.
Kozo Endo:

One of the older officials in the Magic Office branch located at Setagaya, Tokyo, he helps handle much of the paperwork that passes through the office, including some reports and requests that pass through to the Oyamada Magic Office, and by extension, Yume-chan. Having failed the mage certification exam when he himself was a mage trainee, he opted for a job elsewhere within the Magic Office. When he has the time, he sometimes socializes with Yume, Angela, and Oyamada.
Rikiya Furusaki:

The Magic Labor Generalization Office high secretary, while not a mage, Rikiya Furusaki still helps guide potential mages with both rule enforcement and/or sage advice. Quite formal and ever the bureaucrat, he is the head supervisor below Ginpun in the Magic Office.
Goto Ayano:
A very outgoing woman whose generosity knows few bounds, she came to Tokyo from Sendai when she was just 18. She comes to the Oyamada Magic Office with a most unusual request: to get her in the news. (Episode 3)
Mr. Fukui & Students:
Mr. Fukui is an elementary school teacher who cannot continue teaching due to certain personal concerns. A few of his students, including Runa-chan, want to send him off with some lasting memories as thanks for him being there for them. But with the weather in store about to ruin the plans, they want help from a mage to fix that. (Episode 4)
Iwanaga Junko:
Yume's best friend up in Tono, Junko was there to help bolster Yume's faith and esteem when the prejudices of being a mage fell upon Yume. (Episode 4)
Morikawa Yoko:
Runa-chan's mother, she loves her daughter very much, although she doesn't particularly approve of Runa's behavior, such as skipping cram school to frequent the Pachanga & practice Retsu-go (a type of storytelling spoken in an Edo accent). In fact, said storytelling is a sore point between mother and daughter, as Yoko dislikes it. (Episode 5)
Enomoto Mutsuko:
The kingergarten teacher of the child's foster home, she once took care of Kato Go when he was staying at the foster home she works at. (Episode 6)
Nishihara Yuuta:
One of the children at the child's foster home, he was hospitalized because of an accident at the river. Because of this, Kera wants magic to help Yuuta recover. (Episode 6)
Arai:
The chairman of a local shopping market, they make a formal request to have their windows repaired with magic after vandals horribly scratch the windows with various instruments. (Episode 7)
Sachiko:
One of the receptionists at the Magic Office Tokyo branch, she is the subordinate of Endo Kozo. Her speech used to be somewhat rougher in the past, even saying some first-class taboos, but she has improved. According to Oyamada, anyway.
Kikuchi Yume's family:

Yume's family, her close family comprising of her mother, father, and two sisters. Her parents, no longer use magic, preferring the private life, instead of the life of a professional mage. It is learned from the Drama CD that neither of Yume's sisters can use magic.
Yuki, Yume's grandmother, only makes her (vocal) appearance on a CD drama.
Kazuki:
Kazuki owns and runs a small yakitori restaurant booth, where Endo, Angela, & Yume gather together for some food and company. A former Hagure, he is occasionally checked up on by Endo Kozo.
Furusaki Nanako:
The owner of an apartment complex as well as the niece of Furusaki Rikiya (the Magic Office high secretary), she requests the aid of magic to find out to where her father has disappeared. (Episode 9)
Furusaki Jiro:
Furusaki Rikiya's elder brother, he disappeared with the deed to the land that his daughter's apartment complex is located. (Episode 9)
Little Girl and Cat:
A cute, yet mysterious girl who somehow "borrows" Yume's distinctive hair curls on top of her head, she appears before Yume to help her. She's also seen with a cat. (Episode 9)
Takahashi Mitsuko:
An old lady who requests magic to have her house look like it once did several years ago. Yume casts the magic, but something terrible happens hours after the magic spell fades away. Did Yume accidentally miscast the spell? (Episodes 10 and 12)
Takahashi Kazuo:
Takahashi Mitsuko's son, he tries his utter best to take care of his mother. (Episodes 10 and 12)
Kawahara Takako:
A high school friend of Melinda & Oyamada, her favorite flowers are Calla lilies. Yet, to Oyamada...
